A Federalism Amendment?

The Wall Street Journal published an article by Randy E. Barnett, law professor at Georgetown, arguing for a Federalism Amendment.

As I mentioned at our Luther's League meeting last week--I think that is guilding the lily. The 10th Amendment serves the purpose. However, since they largely ignore the Constitution altogether, I am not certain what we hope to accomplish with another amendment. (Although I would like to see them REPEAL the 16th and 17th Amendments.)
